Tom McCall Upper Elementary School’s comprehensive school counseling program meets students where they are to teach, support, and empower the social-emotional, academic, and career growth of every student.
School counselors provide proactive support and interventions that are guided by evidence-based practices and delivered collaboratively with school staff, families, and the community.
The school counseling program emphasizes alignment while providing and supporting successful transitions to every student's next steps.
Forest Grove school counselors advocate for the equity, access, and inclusion of every student while teaching and providing them multiple opportunities to be interdependent and care for themselves, others, and the world around them.

Comprehensive School Counseling Program
Endorsed by the National School Counseling Association(ASCA) & the Oregon School Counseling Association(OSCA)
The purpose of Comprehensive School Counseling Programs include:
- Integrated into the entire educational program to reach all students
- Preventive and intervention focused
- Systematically organized by licensed school counselors in collaboration with other professionals
- Accountable and evaluation-based
Comprehensive School Counseling Delivery Systems include two components:
Direct
- Core Curriculum: Provides content systematically to ALL students in classroom and small groups
- Individual Student Planning: assist students develop education, career and personal plans
- Responsive Services: addresses immediate concerns of students
Indirect
- Program Planning & School Support: evaluating the school counseling program, 504, TAG, shared responsibilities with all school staff
- Referrals, Consultation & Collaboration: interacts with others to provide support for student achievement, meetings/teams
